In a recent Insider Session hosted by Odoo APAC Official, the team behind the PH localization walked through what's already been delivered, what's in active development, and what's on the horizon for the 2026 roadmap.

  • BIR-compliant accounting — Chart of accounts, tax codes, and report structures aligned with Philippine regulations
  • E-Invoicing / E-Receipting — Real-time transmission to the BIR gateway under RR 7-2024
  • ATP Management — Authority to Print registration and serial number tracking
  • Books of Accounts — Electronic journal, ledger, and subsidiary ledgers in BIR-prescribed formats

But the roadmap doesn't stop at "checking the compliance box." The team is pushing toward a localization experience that feels native — not bolted on.


What's Already Been Delivered

Over the past several releases, the PH localization has matured significantly. Here are the key milestones already in production:

Mature E-Invoicing Stack

The l10n_ph + account_edi_proxy_client_user combination now handles the full e-invoicing lifecycle — from invoice creation with BIR-mandated fields, through XML generation and schema validation, to real-time submission and acknowledgment tracking. Status codes (0 = Accepted, 2 = Rejected, etc.) are visible directly on each invoice.

ATP Lifecycle Management

Businesses can register multiple Authority to Print permits per document type (Sales Invoice, Official Receipt, Credit/Debit Memo), assign number series, and track validity periods — all within Odoo's configuration screens.

BIR Reports Automation

The 2550M (Monthly VAT Declaration), SLSP (Summary List of Sales/Purchases), and Books of Accounts are now generated with a single click. No more weekend Excel marathons before filing deadlines.

Multi-Branch Support

For businesses operating across multiple branches or RDO codes, the localization now supports per-branch ATP registration, TIN assignment, and separate books of accounts.


Active Developments (In Progress)

The Insider Session revealed several areas where the PH localization team is actively working:

Enhanced VAT Compliance

The next iteration of the 2550M report is being rebuilt with better auto-population logic — pulling directly from posted invoices and vendor bills with proper classification (VATable, Zero-Rated, Exempt, Non-VAT). The goal: reduce manual override to near zero.

Improved EDI Connectivity

The BIR gateway can be temperamental. The team is working on: - Smarter retry logic with exponential backoff - Better error messaging (so users know why an invoice was rejected, not just that it was) - A dashboard-level view of transmission health across all recent invoices

Expanded Withholding Tax

Enhanced EWT (Expanded Withholding Tax) handling is in progress — including proper creditable withholding tax certificates (BIR Form 2307) generation and automated reconciliation against supplier invoices.

Books of Accounts Enhancements

The electronic books module is getting a refresh: better formatting for BIR inspection readiness, support for the latest BIR-prescribed .CSV schemas, and faster export for large datasets.


What's Coming Next

Looking beyond the current development cycle, the roadmap points to several exciting directions:

Deeper Peppol Alignment

As the Philippines moves toward alignment with international e-invoicing standards (ASEAN, Peppol), Odoo's PH localization is being future-proofed for cross-border transaction compatibility.

Industry-Specific Customizations

Retail, manufacturing, and service businesses all have unique compliance needs. The team is exploring industry-tailored localization modules — for example, special BIR reporting for VAT-registered retailers with multiple outlets.

Simplified Initial Setup

One of the biggest friction points for new Odoo users in the Philippines is the initial configuration: TIN registration, ATP setup, tax code mapping. A guided setup wizard is on the roadmap to reduce this from hours to minutes.

Real-Time BIR Advisory Alerts

Imagine Odoo proactively notifying you when a BIR deadline is approaching, or when a new revenue regulation affects your business. This kind of intelligent compliance assistant is being explored.
